В 1821-1826 попечитель Санкт-Петербургского учебного округа. Сторонник усиления влияния религии в вузах. Соавтор проекта цензурного устава (1826). В 1826 отдан под суд за злоупотребления. Автор мемуаров.
Возможно являлся внебрачным сыном граф П.А.Румянцева.
